As you’re all aware, the final months of the fiscal year are a period of time when the new State Budget is yet to be finalized and, most importantly, we do not yet know what our Fiscal Year 2019-2020 annual raise process (ARP) guidelines will be.

While we do not want to unduly restrict time-sensitive compensation decisions, we also do not want to prematurely process salary actions effective July 1, 2019, or later that might be contrary to the upcoming ARP guidelines that will be issued with the approval of the President and the Board of Governors. Accordingly, effective immediately, you should limit EHRA salary actions effective July 1, 2019, or later that fall into the following categories:

  • Labor market and equity-related salary adjustments
  • Salary adjustments resulting from incremental changes in job title or additional duties
  • Speculative or pre-emptive retention-related salary adjustments where there is not specific information regarding either an active recruitment effort or a specific job offer

Please note that reclassifications that result in substantially different job titles, SHRA to EHRA reclassifications, and time-critical equity adjustments addressing a specific EEO concern or legal matter will be considered on a case-by-case basis. And salary supplements for interim or acting appointments or significant new administrative assignments, such as department chairs, would not be delayed. Likewise, any SHRA salary actions and all other EHRA salary action types that are not encompassed in the above list may continue without delay under our normal salary pre-approval procedures.

Any salary action effective July 1, 2019, or later that was already formally submitted and in process with your central HR Office or Provost’s Office or the UNC System Office on or before the date of this memo may continue with processing, subject to normal procedures. But you are asked to make a good faith effort to limit this activity from this point forward.

Finally, please note that after the May Board of Governors’ meeting, the Board’s Committee on Personnel & Tenure (P&T) does not meet again until September.  However, we will be scheduling several special phone meetings during this time so as not to unduly delay salary actions that require their approval. More details will follow soon on the schedule of these special meetings.
