The UNC-Chapel Hill School of Government’s Advanced FMLA Course will be held Jan. 15 – 16, 2026 here at the School in Chapel Hill. Registration opens Tuesday, Nov. 11 at 9 am.
The Advanced FMLA Course is an intensive, two-day program taking an in-depth look at FMLA issues of particular concern to state and local government and community college and university employers. The course will focus on:
- the meaning of “serious health condition”
- certifications and second opinions
- how to manage intermittent leave and reduced leave schedules
- fit-for-duty tests, employer 100%-healed policies and light duty
- employer absence and absence-reporting policies,
- consequences of failing to provide notice of FMLA leave
- how to investigate and resolve FMLA fraud and abuse
- what is considered FMLA interference
- recovering the cost of health insurance premiums from employees who fail to return
The class will meet at the School of Government from 1 – 5 on Thursday, Jan. 15, and from 9 – 1 on Friday, Jan. 16. The course fee is $365 per person.
Bob Joyce and Diane Juffras are the instructors. Charmain Cale is the program manager for the class.
You must have taken Introduction to Public Employment Law to register (registration will be cross-checked against Introduction to Public Employment Law records). Attendance at the May Public Employment Law Update, Municipal and County Administration or Local Government Fundamentals does not count toward this pre-requisite.

CLE credit: 7.5 hours. CE credit from HR certification organizations: Attendance at the Advanced FMLA course should count toward 3 of the 50 points needed for IPMA-HR recertification, 7 of the 60 PDCs needed for SHRM-CP and SHRM-SCP recertification, and 7 of the 60 credits needed for PHR or SPHR recertification. While the Advanced FMLA course is not a pre-approved program for IPMA, SHRM or HRCI recertification, we will provide you with a certificate of completion and a syllabus which you can use to apply for your credits from those organizations. The course material is consistent with the continuing education requirements of all three organizations.
