The State Human Resources Commission approved several other state-wide SHRA policy revisions in September. Page references in the attached document are provided for ease in tracking.

Recruitment and Posting of Vacancies (p.22)

  • Updated references to “vacancy-specific qualifications” to “vacancy-specific preferences” to match statutory changes.
  • Allows for a 24-month lookback period for pulling an applicant from a previous “most qualified” hiring pool for consideration for a current posting, requires that institution documents that the statutory requirements were met for using the lookback period, and clarifies that reference checks must be completed if they had not been completed previously or are not available.
  • Changed the use of “Continuous Posting” to “Evergreen Posting”.

Applicant Reference Checks Policy (p.58)

  • Adds cross reference to posting policy to align with the reference checking requirement noted above.

Form I-9 and Employment Eligibility Verification Policy (p.77)

  • Rewritten to apply specifically to the new agency processes in Workday and removes the University from the policy, though use of E-Verify is still required for institutions.

Personnel Records Policy (p.104)

  • Adds a new subsection “Use of Personnel File Information by Human Resources Staff” to clarify existing authority for HR professionals to access work-related personnel information.

Voluntary Separation Incentive Program Policy (formerly Reorganization through Reduction Policy) (p.190)

  • Updates the former RTR policy.
  • Clarifies that the lumpsum payment for health care premium expenses is equal to the amount of the annual employer-contribution concurrent to the employee’s separation under this program and that the employee must have been participating in the state health plan to receive this lumpsum.
  • Adds a discretionary incentive bonus (determined by the institution) not to exceed 10% of the employee salary or $10,000, whichever is greater.
  • Clarification that OSHR has delegated authority over this program to the UNC System Office for UNC institutions.
