Action required: Draft a campus communication on the SHRA grievance policy change in anticipation of the policy revision effective December 1, 2025 (updated guidance from last Digest).

The State Human Resources Commission met on Sept. 18 and approved revisions to the University SHRA Grievance Policy. The policy must go to the Governor for signature, and we expect that process to be completed prior to the end of September. There are three changes:

  1. There was a statutory change to add an employment preference for National Guard as eligible for the formal grievance procedure.
  2. Clarification on which grievable issues are not eligible for the formal grievance procedure but are instead processed through the Informal Discussion / Informal Inquiry process or other alternative dispute resolution process determined by the institution.
  3. Edits to EEO references for consistency with current university policy.

For the grievance policy only, institutions must notify their SHRA employees of the change to the grievance policy at least 30 calendar days in advance of the effective date. Anticipating this, we have put an effective date of December 1, 2025, for the policy, so institutions should plan to communicate the revisions to SHRA employees no later than October 31.
