The following message is from the Office of State Human Resources, Division of Total Rewards:
Statute N.C.G.S. 126-8.6, added by N.C. Session Law 2023-14 (Senate Bill 20), provides Paid Parental Leave (PPL) to eligible State Employees. All agencies and universities are charged with collecting and reporting the usage of Paid Parental Leave to OSHR. Please submit your report by July 10, 2026, via Smartsheet, using the reporting period of July 1, 2025 – June 30, 2026, along with any eligible usage from FY25 that was utilized in FY26.
We are asking each university to validate the Paid Parental Leave information in their HRIS before uploading to the Smartsheet. If there are any discrepancies, be sure to take the necessary corrective action in the HRIS to ensure reporting is accurate. For example, the absence/attendance code “Recuperation” (parental leave 8 weeks) being used by a non-birth parent (ex. a male employee) would require corrections in the HRIS (to attendance/absence code “Bonding”). Institutions should research discrepancies to determine the appropriate leave type and usage for each eligible employee. Also, please ensure for employees with both recuperation and bonding, that the records are combined into one on the report.
The attached template outlines the information each university must send to OSHR. Please do not change the format of the template (as OSHR must consolidate the information obtained from all agencies and universities). Please see the important comments in the template in columns F, J, K and L to help make the reporting process seamless. Instructions are also included on the template under a separate tab, entitled “Instructions”.
