Given the lack of an adopted State Budget, the System Office previously issued official guidance on a temporary freeze for many types of personnel actions, regardless of funding source and employee type, effective July 1, 2019.
The new State budget remains pending and therefore the freeze on selected personnel actions will continue until further notice. Since my earlier memorandum on this issue, we have prepared the attached FAQs to provide more detailed information on this temporary freeze based on the many questions received from constituent institutions.
We do hope this will be a short-term interruption and we will keep you closely advised as we hear more from our Finance Division and the Office of State Budget and Management.
