Benefits Enrollment for System Office Staff
- New employees have 30 days (60 days for mandatory retirement) to make benefits elections when they begin employment.
- Each fall, typically in October, an annual enrollment period offers the opportunity to review and update all of their benefits selections, add or change dependents, select different plan options, and add or delete plans from their coverage.
- When you experience a “qualifying life event,” such as marriage, birth or adoption, or retirement, you have 30 days from the effective date to make benefit changes that are appropriate to the event itself. For example, if you get married, you can add your spouse to your insurance plans.

Follow the instructions below to enroll or change contribution levels in any of the supplemental retirement plans.
- Complete a Salary Reduction Agreement and send it to System HR Benefits
- Complete the enrollment process with Fidelity Investments and/or TIAA by selecting your investments:
- Complete a Voluntary Salary Deferral Agreement and send it to System HR Benefits
- Complete the enrollment process with Fidelity Investments and/or TIAA by selecting your investments:
NC 457 Deferred Compensation Plan
- Complete an NC 457 Deferred Compensation Plan Enrollment Form
- Send the form to NC Plans Processing Center, P.O. Box 5340, Scranton, PA 18505 or fax 866-439-8602
- Complete an NC 401(k) Plan Enrollment Form
- Send the form to NC Plans Processing Center, P.O. Box 5340, Scranton, PA 18505 or fax 866-439-8602
State Health Plan and NCFlex Benefits Plan
System Office employees enroll in these plans via ConnectCarolina, UNC-Chapel Hill’s HR system. To enroll:
- Go to the ConnectCarolina landing page
- Click Login to ConnectCarolina & Infoporte (Faculty, Staff & Affiliates). Log in requires two-step verification via Duo Security. Visit the UNC-Chapel Hill ITS website to register for Duo or get more information.
- Log in using your UNC Onyen and password
- Select Self Service
- Select Enroll or Change Benefits
- Make your selections — be sure to include any dependents you wish to cover, and update your beneficiaries accordingly
Supporting documentation is required for any dependents you include on your coverage. See the list of qualifying documents.
Group Life Insurance Plan
In addition to the pre-tax life insurance option available through NCFlex, UNC System Office employees can also enroll in an after-tax life insurance plan offered through Securian Financial. To complete your enrollment, click here or call the UNC Service Center at 833-862-1490.
Supplemental Disability
The UNC System has voluntary supplemental disability plans available for members of the Optional Retirement Plan (ORP) and the Teachers’ and State Employees’ Retirement System (TSERS). You can enroll in the appropriate plan at any time; if you enroll after your first 60 days of employment, however, you will be required to complete an Evidence of Insurability (EOI) form.
Supplemental Disability for ORP Participants (underwritten by The Standard): Complete the enrollment and change form and submit it to System HR Benefits.
Supplemental Disability for TSERS Members (underwritten by Lincoln Financial): Complete the Enrollment/Cancellation form and submit it to System HR Benefits.
